That would make a good skateboard, but I have a few suggestions. I would change the deck, trucks and bushings, everything else is fine.
Deck - I'm concerned about the size, I think he should get a mini deck which is a deck size smaller than 7.5" wide and shorter than 31" long. He should get something between 7" - 7.5" and 29" - 30.5" long. A bigger skateboard deck makes it harder to learn tricks. This link shows some examples;

Trucks - Industrials are ok, they are mid-quality. Not bad and not too good. It is probably ok for him since he is light and I imagine him skateboarding on ramps at the camp so that should be ok. For higher quality trucks, I suggest Independent, Venture or Thunder.
Bushings - Soft bushings are usually for skateboarding in pools. They aren't good for street because they are wobbly and make flip tricks hard. I won't recommend soft bushings, medium or hard bushings are good for him.
Bones Reds bearings are really good. They are cheap but high quality made, I still have my bearings. Bones makes great wheels, if he skates at skate parks then that's a good wheel for him. Riser pads are used to prevent wheel bite and reduce stress cracks on the deck so they would last longer.
For the camp I suggest bringing an extra deck like a blank deck in case he breaks his deck at the camp. Also a skate tool for tuning up his trucks, hardware etc. Jessup makes some really nice griptape, they have nice grip. For the 'pop' thing, every deck has 'pop', I guess he just needs to practice his ollies so he would get used to popping the board.
